Masked data is a sensible precaution from a business security standpoint and in many cases it is a legal obligation.

Live database environments contain valuable and confidential data - invariably access to this information is tightly controlled. However, each production system usually has one or more replicated development copies and the controls on such test environments are necessarily much looser.
